Wagner has earned an Associate of Science degree in Administration of Justice from Los Angeles Harbor College in 1995 and a Bachelor of Science degree in Criminal Justice from Columbia College Missouri in 2008. He also has a Master’s degree in Public Administration from Barry University in 2012 and graduated from the FBI National Academy in 2009.
Mr. Kenneth Wagner
Chief of Police
Kenneth Wagner is the Clay County District Schools inaugural Chief of Police. Wagner comes to Clay County District Schools with over 20 years of law enforcement experience with the Clay County Sheriff’s Office. Most recently, Wagner has led the School Resource Officer Program within the District for many years. While serving with the Clay County Sheriff’s Office, he was promoted to Sergeant in 2006. He was promoted again in 2009, this time to the rank of Lieutenant. During his tenure as a Clay County Sheriff’s Office Lieutenant, Wagner’s duties have spanned the agency, including patrol, Internal Affairs, Training Unit Commander, Mobile Field Force Commander and Detective.
Chief Wagner has over 1,450 hours of advanced law enforcement training. His areas of training include Homicide, FEMA Incident Command, Crisis Intervention, Internal Affairs, Emergency Response to Terrorism, Community Oriented Policing, Mental Health First Aid, CPR/First Aid, FDLE Professional Compliance Law Enforcement Firearms Instructor and School Resource Officer.
Chief Wagner has earned recognition for his work within the community. He has actively participated in events with Special Olympics, as a coach and unified partner with Special Olympics athletes, competing in Bocce. Chief Wagner is an active member in his community and enjoys volunteering.

Safety Specialist Mills has a Bachelor of Science Degree in Public Administration from Flagler College. Additionally, he has successfully completed numerous other professional development training and certification programs.
Mr. Stephen Mills
Supervisor of Safety and Security
Safety Specialist Stephen Mills has 30 years of law enforcement experience. He began his law enforcement career with the Clay County Sheriff’s Office as a Deputy Sheriff from November 1990 retiring in November 2010. He served in the patrol division, detective bureau, training unit, as a patrol sergeant and warrants sergeant. He was also a member of the SWAT team serving as a team member and team leader.
Stephen joined the Ormond Beach Police Department in August 2011 until July 2016, where he served in the Patrol division, as a motor officer and then promoted to sergeant.
In March 2017, Stephen returned to the Clay County Sheriff’s Office as a bailiff and then reassigned to the training unit to assist in the training of the newly hired Guardians for the Clay County District Schools.
After the Clay County School District established their own police department in 2019, Stephen was hired as the training lieutenant where he served until taking on the role of Safety Specialist.
Stephen was a full time and adjunct instructor at the St. Johns River State College Criminal Justice Academy where he taught and trained future law enforcement officers for twenty years.
